France remained one of the six countries to hold the No. 1 ranking on both education and health (the others are Belize, Dominican Republic, Honduras, Lesotho, and the Philippines). France also made considerable progress overall, holding 51st position in 2007 vs. 70th in 2006. There was an increase in the proportion of women among “professional and technical workers” as well as the proportion of women among “legislators, senior officials, and managers.”
